Niantic: What they did with my "Terminated" account

So, Niantic banned two accounts of mine. One gmail and one PTC. The gmail account is completely not accessible. While my level 30 PTC account I was able to access ONCE, and it was level 5 with a random assortment of pokemon. So it seems even when they terminate accounts, they still actually exist. As note, for gmail users they have to make a new gmail. Because there characters still exist as level 5's. I have no idea how I was able to randomly access it. I logged in on NOX. I will say that if anyone is able to log in once, if you change usernames if you can regain access to the account, not that it would matter if you are 100% reduced to level 5.
