New transfer CP and IV options - how do they work?

I couldnt find it anywhere else so sorry if it was already asked

How exactly does the new transfer x amount of pokemon(s) with the highest CP and IV work?
For keep 1 of the highest, does it keep the highest CP and the highest IV for a total of 2 pokemon to keep?
or does it combine the values together to keep the highest combined?

I cant work it out as mine seems to be a bit buggy - its keeping 3 pokemon when i have set it to keep one of the highest CP and IV

i only can say dont try 3 it jump on 1 and transfer all about 1 (with higher cp, witch have higher IV but lower cp get transfert) i think this is atm useless to use its not correct
