There is no normal reason why someone would have over 5 accounts, the only reason would be that they were botting or selling gold which is why mostly the big users with over 5 accounts are getting hit... considering that they also have a new very cheap promotion for their world of warcraft games.
I thought this was obvious to everyone but of-course we don't know for sure so it's all still theory and guessing... but it's a good guess.
Not sure if this is temporarily scanning or permanent, but if you have over 5 accounts then they will investigate... again all theory

It's also a good way to get their stats up, "Oh look, all these new accounts because of our cheap promotions offers worked, our new subscriber base has gone up".
