New DB require frame 4.6.1? Cant run

This is the message i got after downloading latest DB.
I am currentlly running 4.5.2
I have tried to install 4.6.0 and 4.6.1, none of these is supported with my current OS. I run window 7 x64

same here... Trying to figure out what the problem is. but so fare ive tried every single thing and nothing works.

make sure SP1 is installed
