.NET 4.6.1 fails to install

Tried googling the problem, no results. Win10 x64. All windows updates installed, still getting this error message:

.NET Framework 4.6.1 has not been installed because:
HRESULT 0x800f081e

This is the HB logfile from today, nothing in there as HB doesn't get past startup.

Negative. That did not fix the issue.

Installed the x86 version as well. No change. Still erroring out in the same way.

are you on a legit copy of windows

Yes, Windows is 100% legit. I've done fairly extensive googling and found nothing. There are a few mentions of this error but nothing applicable.

OK. So I dug deeper. This seems to be a DISM error. Whatever package .NET Framework is trying to install is incompatible with my OS image. Found the info in the CBS.log and DSIM.log. This is the offending log entry from DISM.log :

Can you try installing .NET 4.6.1 through WSUS? As far as I have found updates to enterprise versions are installed or blocked through that, so the
update might also be disabled by your administrator.

That's going to be my next step. Not sure if I can do that via VPN though.
