Need help with Ignoring Pokemon because Rule does not match given CP/IV.

I was wondering what do I need to change in the settings for EVERY single pokemon to be caught and for it not ignore them and get this message "Ignoring Pokemon because Rule does not match given CP/IV."?

Any help would be great; thanks.
