I got perm banned on my account. Im pretty sure I got reported because a lot of people knew I was botting.

My question is, if I were to make a new account, would I be more likely to get banned? Would Blizz have my IP on some sort of watch list?

no, there are cases were something like that seem to happen but those are gold selling guys with ton of bots. Go botting and don't worry.
