not without some system specs.

I believe NewDad is exactly right. It sounds like you're using software 3D rendering when you go into windowed mode. This most frequently happens on systems with 'integrated graphics'--as they are frequently incapable of doing 3D acceleration at all, much less in windowed mode.

The first thing is to look at updating your video drivers, and make certain 'hardware acceleration' is enabled while in windowed mode. (How to accomplish this is different for each graphics hardware vendor. You'll need to figure that out for yourself.) Other than that, we'd need to see your system specs to even guess at what your problem might be.

It's either going to be something to do with your video card (most likely) or the amount of ram you have running on your computer (brand, size, combination, etc).

Make sure you do what China stated. Update the video drivers, especially if you are an ATI Radeon graphics card user. I run a powerful HD5870 1GB DDR5 card on 3 monitors and can constantly tell when I need to upgrade my drivers because when I attempt to turn my character from left to right (pan the screen), the frame rates drop to horrible numbers. After I update my drivers, I reach the normal 45-60 fps even in a populated city on a busy day/night.

For the ram-different brands offer different results. Be sure to check the brand you are running, the motherboard you are running it on, and the capacity that motherboard can use. Also, mixing ram brands or putting odd number amounts on your motherboard will actually hamper your performance.

Without any system specs, these are the generic problems that I can offer advice on.

when you run in windowed mode your frame rates will drop alot that could be the reason it seems as if slow motion
