MSVCP100.dll missing after C++ and .Net Framework Install?

So I recently updated to Windows 8.1 and I downloaded the .Net Framework 4.5 and the C++ Redist but I'm still having this error?

I've tried re-installing honorbuddy via the installer and I've tried running an extracted version from the .zip download available but have had no luck.

What must I do in order for Honorbuddy to work agan?
