mscvp110.dll error

I get this mscvp110.dll error everytime I open HB launcher. says file is missing.
I have tried all the fixes mentioned in the posts I have read. OS is windows 10.

I have uninstalled honorbuddy and reinstalled multiple times via hb installer.
Uninstalled and reinstalled all my c++ redistributables. multiple versions.
Restarted a few times.
I have uninstalled my crappy antivirus. I have shut off windows firewall.

I am guessing its only an issue with the honorbuddy launcher if I manually open 32 bit mode of wow and then honorbuddy it works fine.
