More cloth with Northern Cloth Scavenging?

I have my tailoring up, and using an icecrown frost cloth farming profile. Am I suppose to get more cloth out of mobs with "Northern Cloth Scavenging" ? Or is this skill mostly for instances where I have myself experienced very nice drops?

Just curious if other people have boting experience with Northern Cloth Scavenging. I am very confused with this abiltiy, have heard talk about much nerf to it. So not sure where it really applies.

this goes for all mobs normally dropping cloth dropping a bonus amount of extra cloth, it applies to all mobs in northrend, as wel as in northrend instances.
When solid farming for a long time, this can give you up to 20% extra cloth, compared to someone without this recipe.

I remember when I used to do instances with my tailor that some mobs would drop 5-10 extra cloth after they had been looted by other players.
