Monk won't TR to get to places?

Hey guys I'm trying to level up a monk. I set the options to 'Movement Only' using Tempest Rush but it won't use it to get to places at all.

I have like 9 Spirit Regen and set Tempest Rush to my Right Click. What am I doing wrong?

And is there any way to prevent DC's when my monk moves back and forth between the mobs too fast?
