Missing a dll file, looks like a simple issue anything else I need to DL?

I feel like this is very simple fix just need professional help!
Already tried reinstalling obviously didn't help....

Go to Programs and Features, in your windows Control panel.
Look for:
- microsoft .net framework 4 client profile
- microsoft .net framework 4 extended
- microsoft .net framework 4.5.x
- microsoft visual c++ 2010 x86 redistributable
- microsoft visual c++ 2012 x86 redistributable


and Uninstall them if they are installed.
Restart your PC.

run both as administrator.
after the both installs are completed, run windows update. And install all updates for .net & c++
Then do one last restart.

I am positive my character is in game I have used HB before and not this many issues but this is rediculous amount of issues...
I'm attatching just fine in my opinion...
