Minimum Level To Fly To ________?

I was wondering if anyone knew if there was a database somewhere that showed the minimum levels to fly to certain places via flight masters. I couldn't seem to find one.
(i.e. The lowest level I can start flying to Light Hope's Chapel, Eastern Plaguelands is __.

I am unsure I understand the question... are you:
Wanting a listing of flight masters and the character level at which those locations are "auto learned"?

Hypothetically, the flight master wouldn't be the determining factor to fly somewhere ... the ability to accept/accomplish the quest material would be; this is unless your intent is to farm however - if you cannot complete quests, it is doubtful that the character would survive multiple NPC, let alone player, engagements.

If you log into the game and open your map (M), typically the flight masters will become available between the suggested levels on the map ie Badlands (44-48) - the exception to this are quest required flight points.
 
lol, the flight masters are discovered when you find the locations, they're no longer available to visit without finding them which was the case at the launch of Mists of Pandaria. If you wanna figure out where you can fly and what zones you belong to, I suggest you use wowhead or just google your level.

Yeah, I'm wanting a listing of flight masters and the character level at which those locations are "auto learned". Don't worry about why I need it. Surely someone has documented it.

Discovery and use
↑ hide A flight point is manned by a single level cap NPC, most often elite, known as flight masters. As of Patch 5.2, a flight path must first be "discovered" by visiting an area's flight master, who will grant access to their flight point's route. If a flight master has a flight path to teach you, a green will appear above his or her head, and the flight master will appear as a on your mini-map.
From Patch 4.2 to 5.1
From Patch 4.2 to Patch 5.1, players would automatically learn flight paths for areas that are level-appropriate for them. The option still existed to track down those that are higher level the old-fashioned way.

Once you learn a flight path, it will be offered as a route by the flight master. If you've learned all consecutive flight paths in between, you can choose a far-off destination in the flight map window and you'll automatically fly there -- the routes will be chained together.
