I Formated my Computer, it download about 4 files then stop working again.

you formated your computer, but whats with your router, who configured it, how is it done, have you even looked at the routers firewall ? Do you even have access to the router ?

i set the routher myself, Now i test one more time and same result

I unckeck Block Anonymous Internet Requests
SPI Firewall Protection: Enable *Disable
Off windows firewall

my routher model Linksys WAG54G2

I'm Tired, now I change my routher to a new one.. and it working again.. I though the problem is fixed so i brought plug in key, now it not working again. *sigh*

try setting a static ip for your computer, then manually forwarding port 5031 to the static ip.
