What you are asking for is Microsoft .NET Framework 4.5.1 and you get it here Download Microsoft .NET Framework 4.5.1 (Offline Installer) for Windows Vista SP2, Windows 7 SP1, Windows 8, Windows Server 2008 SP2 Windows Server 2008 R2 SP1 and Windows Server 2012 from Official Microsoft Download Center.
