so with higher MF%, more magic/rares/legendaries should drop in comparison to a lower MF%, but doesn't necessarily mean those items will have a higher stat roll (e.g. higher dps on weapons), am i right? to put it simply, MF% only affects the number of M/R/L that drops - that's what i gather from the posts above.

You are exactly right. It MF has nothing at all to do with the iLvl of the dropped item, or with the actual quality of the stat rolls. Having higher MF means simply you have a higher chance to find some kind of magic item than normal.
