It seems as though you would not need a TPS lock of any form. Given your FPS, as it will be able to inject plenty of operations within one second, per frame, I find that it would be completely unnecessary. However, if you would like to test things out, I suggest setting your TPS at the lowest FPS you get during a raid, amidst combat. Typically, I get my lowest frame drop during initial pull, but I wouldn't set it that low. Set it to whatever seems to be the average throughout the entire encounter. I would also cap your foreground FPS to whatever you set your TPS to.
One thing I would be careful of is the actions per frame that will be injected within one second. These operations are sent over server side, so I would be careful as to not have HB inject too many actions into each frame, as it seems inhuman. That's just my personal opinion, but do note that TPS is also a "fix" to how many times the bot can cycle through the entire rotation per second, so you'll basically just cap out at whatever the bot is limited to work with at this point, which will be based on how many actions can possibly be taken into account throughout your rotation anyways. So maybe my "paranoia" isn't as necessary as I believe it is, but again, that's just my personal opinion.
