Max sessions

DB wasn't responding so I had to end the process and now I'm getting this. I have had max sessions plenty of times before, but after a short time it goes away and allows you to log in. It has been a good 20 mins or so as of now and I'm still getting it. I have never seen it take this long before. Any help?
