Map tiers in static item filter?

I can't seem to find a setting in static item filter for map tiers, so I can pick up maps less than or more than a given tier.

Is it considered an affix or?

What would I have to add for picking up only maps less than tier 3 for example?

There's item level but that has nothing to do with the tier, you can find tier 2 maps that are itemlevel 68-71 for example.
