Bliz will sometimes do this, if the account has profited in any fashion from a botted account. The concept of "profited in any fashion" is sometimes very subtle. You can find more information about this type of behavior on their part in this article:

Hopefully, you can analyze the situation to determine if the accounts got 'linked' in some way. If you are certain there is no linkage, you may have grounds for safely appealing.
