Low FPS with Framelock

Ok here's the deal: I've been experiencing Really low FPS'ses whenever framelock's enabled.
I understand that it is supposed to reduce FPS since it's trying to "tick" on the same frame as many times as it is set to, but I can't understand how it drops FPS so much while never going above 25% CPU utilization (I've been monitoring it).
I've tried with different botbases, different CC's (including Singular), enabling/disabling plugins, mostly everything. With very little variations, the thing persists: framelock enabled slows FPS to a crawl, while framelock disabled has it running "normally". HB with it disabled and Enyo with "Soft framelock" gives a lot less impact, so it's been the best option so far.
Tried running windowed (what I normally use), fullscreen windowed, changed almost every possible graphics settings, running wow/HB with above average, high, or real time priority, in every combination possible, all with almost no impact.
I'm currently running wow with FPS capped at 60 FPS, and framelock enabled on HB can drop it to as low as 3 FPS, usually 10-15 FPS.
Problem is, some botbases simply don't run without using framelock (really weird IMO).
I'm attaching a short log with framelock enabled, where it managed to drop to as low as 4-11 FPS...
Machine (laptop) specs:
Intel Core i7-4810MQ 2.80GHz to 3.80GHz
16GB DDR3
Windows 8 x64
GeForce GTX 860M 2GB GDDR5 dedicated
Anything else you need, just let me know.
I'm currently wishing to know if there's any sort of way to "force" HB to use more CPU, in order to try and make it "tick" faster (dunno if it's possible at all, since simply increasing the process's priority had no impact).

Can you please open the developer tools, go to the console tab and enter the following line in the console:

StyxWoW.Overlay.Dispatcher.InvokeShutdown();
Then press the Run button.
