I'm sure some do use it for arena but until the HB announcement it was an extremely small population (I'm privy to some of the dev info). I myself don't use that bot, but if you explored it at all you'd see there CR community is no where near as active as the HB one and the ones that even support pvp are scarce. I'm sure there are some private ones floating around but the footprint is so small. The major of the ban reports were for leveling or at the very least some form of AFK (just read it).
