Logic rule by Level (instead of CP?) + others.
I mean, different CP's per 'mon is extremely common. I feel like Level would be a good indicator at least worth adding. Doesn't need to replace CP, but sometimes I want to keep a lvl30 mon even with trash IV's, but I don't want to figure out what CP that would be for each one.

Also, an AND statement would be nice. Keep all pokemon level 20+ AND IV >60.
Another one would be OR. Keep all pokemon level 20+ OR IV >60.
First one would keep a level 25 pokemon with 1 IV. Second one would keep a 100IV pokemon at level 1.
Mainly, I'm worried that if you use any other rule besides a blanket IV one, you'll end up transferring a 100IV poke. You literally can't use any other option if you want to be safe.
