1-Is there a way to make the Honorbuddy window just small enough to see the message at the bottom and the Start/Stop button? Currently, your options are to minimize Honorbuddy, or make it a small box, but that small box is still quite large and displays information that is not really needed all the time.

2-Is there a way to make the Honorbuddy window available to be "Always on Top" so I can keep the window over the current session of WoW it is attached to? Keeping the Honorbuddy "Always on Top" would make it easier to see if you have the Honorbuddy window over the WoW window and then click on the WoW window.

The Support forum is reserved for people with malfunctioning Honorbuddy. As such, we've moved your post to the General forum where it belongs.

2. You would need a Window manager that provides this feature (e.g., Dexpot)
   Dexpot provides waaaay more than just "keep on top" functionality, so it is overkill for your needs. There may be a lighter-weight utility that can do this for you if you Google for it.

As an alternative, you may want to look at [Plugin] Honorbuddy Game Overlay by Nesox.
