It keep using my ultraball at low CP pokemon even set

Hi all, wonder if there is anyone suffering at the same problem?

I have already set use CP based ball strategy but it just keep using my ultraball at low CP pokemon!

Same. I just tried a fresh install and no matter the setting it throws all ultra balls first, then the great balls, then pokeballs. UGH....
