Like you this morning I checked and so far this is what i found out:

10 AM French time: Both hard bots ( no pause 50 KM/H ) not working.

12PM French time: One of those 2 bots is now working, my legit account is working on bot also (so total 3 accounts).

It was not linked to a potential IP Ban (switched IPS) nor account Ban (The one not working before is working now)

My guess is that some account are using Pokemon go server which are down, so that's why u can't retrieve your info and got that info. It is not a temp ban.

So can you explain why my both my level 35 botted account all pokemon flee but pokestop works, as soon as i created a new account and bot worked 100%

New account are loaded on server that are actually working from Pokemon go. It's like any server/client relationship. like email, active directory and such. Sometimes mailing servers from ur company go down, some people can work some can't. When you log with a brand new account, your account is created on a working server, not one that is already down obvisouly.
my 2 lvl 29 accounts were not working this morning, one is fine now working again like a charm.
