IsTodoChecked bug?

Trying to use IsTodoChecked to ensure TalkTo functions well, but running into an issue. I have verified that these are the correct arguments (well, the first two, so the rest should be correct; they move to the correct NPCs, as seen in the videos below).

It could be me, but let me know if it's a bug and I am using it properly. Thanks in advance!

NOTE: The 10 second delay at the start of the videos is how long it takes for RB to start after I've hit the Start button. Not sure why...

Changing the tags from While to If causes this:
