issues picking up Legendary Items

I have in my loot rules to pick up as well as to keep

<ItemRule>
<StatRules>
<Rule quality="Legendary" />
</StatRules>
</ItemRule>

However, it doesn't seem to pick up legendaries. Is anyone else having this issue?
I tested this by using some already identified legendaries as well as set items, and dropping it as I am fighting an elite. It does not pick them up under any circumstances...

How do I fix this?

Nope

Its an edit of the default rules. The default is supposed to pick up all rares and higher...
So it still doesn't explain why its not being picked up

you needed stat="Quality"
