Issue with In-Game Buddy Control Panel

I made the mistake of locking the buddy control panel onscreen controls into place only to find that when I logged out and then back in, the positions had changed. Now, the in-game control panel and the Goal/Status bars are perfectly on top of each other with the Goal/Status on top. This stops me from being able to access the in-game control panel to remove the lock. I have searched everywhere to try to unlock the positions outside of the in-game controls, but have not been able to find where to do this or even if they exist outside of the in-game control options. Please help.
