issue attacking mobs

i am having an issue with all classes not attacking mobs. My characters will run around and pick up quests and go the mobs needed for quests and just stand next to them. They wont attack. Any ideas?

I'm getting same issue with a profile I'm trying to create, seems everything setup right but still wont attack mobs.
