Is the IV correct?

I got two same pokemon at same level. And the higher IV pokemon's CP is lower than the lower IV pokemon's CP.

How could it happen?

I started to doubt if the IV checker in pokefarmer is right.
 
it is correct, IV and CP are independent. The higher IV level pokemon is better just need to power it up some.
