Is Pledge of Hands the best SRS MF staff?

Trying to gear up my SRS MF witch to farm for my other chars...is the pledge of hands staff the best for SRS MF?

its better on cost/benef, but if you want to raise up your dmg you need a +3 and a emp 4.

Do you put empower on the staff? level 4 is freaking 16 exalts lol..is a level 3 ok? does it have to be corrupted??

you can't level empower to 4 yourself, you HAVE TO corrupt it to get +1, so well, you can use a level 3 if you don't wanna corrupt it, but it's worth a try.
