I don't think thats a flagging, odds are you have a captcha that needs to be solved. If you are running 2captcha on your PF and it's not working try turning it off and solving manually for a little bit. It is also in theory possible that you might have hit your 24 hour limit for pokemon and such. Let me know if either of those work/apply to you.
