Is it possible to run HB with questing or whatever but use pqrotation to handle....

for questing... you need to set it and forget it

go do something useful with your time instead of babysitting a bot

mine level up just fine with singular

Ok so here is the real answer.

Yes this is 100% possible you need a do nothing cc, which i beleive you can find in the all in one section of the CC forums.

Now heres the problem with what you want to do. PQRotation does not include movement thus will not turn your toon to face mobs and will die all day long. So in answer to your question it is 100% possible but will give you the worst results you can possibly imagine.
