Is blizzard monitoring me?

I called blizzard today to get my old banned accounts cleared from my battle.net ID so I could put more on. After requesting them to remove them they said when there are this many banned accounts they need to keep them for records and would only move them to another battle.net account under my name to "keep them on file" to keep them "in consideration if they need to take action again".

Does this mean they are monitoring my activity, or just that they will skip a 72 hour ban if I am reported and just go straight to the permaban? Should I start a new battle.net account in order to bot to ensure a longer life on my farming accounts?
 
Thank you for your follow-up contact. An additional review of the previously communicated action taken against the World of Warcraft account WOW1 and WOW2 on [email protected] has been completed. Unfortunately, we have confirmed our initial findings. The account action will not be reversed or amended.

We base all of our actions on the severity of the violation, and take previous violations into consideration. This action has been taken in accordance with the Terms of Use
