192.xxx.xxx.xxx are local IP addresses of your LAN. You can change them on each PC or let your router manage them via DHCP.
If you talk about your external IP address then things are different.
Depending on ISP and country you might get a new address at every connection or you have a fixed one permanently or for a specific time period.
Only your ISP can tell you more.
