Interaction with in-game addons not standard blizzard suite

I know the title is a bit spell incorrect but I wanted to capture all keywords.
Is it possible with the current API to interact with addons in WoW that are not part of the standard blizzard suite.

E.G. I would like to utilize functions of a addon trough HB (for example with a plugin).
Would that be possible, or would this have to be a part of the HB core to be able to interact with it?

I have nothing planned or anything, just curiosity.

it might be possible, but theres a whole lot of lua that would have to go on, but Addons that let you /command stuff, should be as easy as passing text. but i dont think thats the kind of level of interaction you want.
