items that increase the damage of sweeping wind, by 10% for example.... does this mean cyclones will now do 30% weapon damage as 20% + 10%, or does this mean 22% weapon damage, as 10% of 20% ?
sorry I have no idea. I know with other things you get diminishing returns. Assuming same here.
And without a good dps tracker would be hard to test. I havent found any mods anyway, and Diablo3 doesn't allow mods
