like, i'm saying if i cap at 450, and decide not to go learn 450-525, can i still get these item?

AFAIK, yes, but why wouldn't you go all the way? Are you trying to get arch on a lower lvl toon or something?

i know exactly why you would think this but as soon as you hit 450 even if you don't train it still unlocks the new zones dig sites shitty i know =( and since you can only get 200 fragments at a time who really cares anymore =p it was easy for me to get zin rohk before patch i just chilled at 375 to get maximum fragments per dig and just snatched up 5000 fragments and got it after 3750 fragments in solves =o

still busy to get the freaking staff and mount and sword grinding for it for the past 4 nights in a row no luck i got all other stuff exept those

What I have done. Hit 79 with an alt. Stopped experience and am still grinding out eastern kingdoms for Zin. That way I get to avoid all the twilight highlands sites.

From what I heard you cant have it proc at 450 but as with all things archy thats not definite until you see picture proof
