Look on the Bliz forums under support. Tons of other folks having the same issue. They all bought online vs retail. Another symptom is their follower is level 13 even though they are 60.

FYI while on hold because they jacked up my authenticator... heard them say that if you are XP stuck, change your battle.net PWD and that supposedly resolves the issue.

yup change pw fixed it for me

Changing password fixes this issue, and many other account issues.
