This is based on what? On Account site mine still says active. Did you try logging on yet? I bet it still says banned.

For some kind of reason, Blizz is not showing "Banned" msg on Battle.net, but when you try to transfer character, system will return "Account is banned blablabla..."

That´s because the accounts aren´t banned, they are suspended for 6 months.

Few weeks back, there was still some kind of message that accounts are banned. Now there is nothing indication (in account management) that your account is banned/suspended

it is, if you trye transfer the char it says banned until lifted or something like that
