Pokemon CP will follow trainers level.
I maxed CP of one of my Gyarados, and my lvl was 31.
When I hit level 32, I can powerup 1~2 times of cp that already maxed gyarados at lvl 31.

However, Trainer(player) levelup, also, Pokemons also levelup, so
we can powerup them.

High IV is important than High CP with low IV.
I prefer that Pokemon has low CP with HIGH IV. (of course, HIGH CP with HIGH IV is the BEST)
since we all use bot, so we dont have to worry about number of candies, and stardusts.
(except extreme rare pokemons....ex:gastly)
In order to powerup pokemon has low cp with high IV.
