I can't start DB

Mistake at start

I tried it to make:

remove:
- microsoft .net framework 4 client profile
- microsoft .net framework 4 extended
- microsoft visual c++ 2010 x86 redistributable
- microsoft visual c++ 2012 x86 redistributable
restart your pc,
download the installationwizard from here
run it as administrator.
after the wizard is done, run windows update. And install all updates for .net & c++
restart
download a clean install of DB
run diablo3 and demonbuddy as administrator.

There can be a problem in the Russian client?

Honorbuddy works well at the same computer.
 
Can be to me it was succeeded to start the old version but I don't have it
Or the reason can in Windows 8 ?

I tried to disconnect UAС,Smartscreen,DEP
as started the utility BuddyWizardView attachment 119503
All the same a mistake at start
