Hunter Marksman - Not using Exhilaration

Hi all,
Does anyone know how to get Exhilaration to cast? Im currently using the default routine with questing. This is on a leveling toon. Im open to other combat routines but the only other one i have seen is the raiding one (ok to use for leveling?).

Hi Tony,
Thanks for the response. This was an error on my behalf. Exhilaration was firing at 25%. With marksmen spec the cooldown happens much faster. I was able to edit the common hunter file and change this value to a much higher percentage.
