How to start to develop a plugin

Hi I am a newbie here, and I would like to develop a plugin for DB.
Could you please let me know where I should start to look at?
I check some plugin, and I found it was written in C#?
Could you please let me know how could get the info of these call function?

New VS Project > Add Reference... > Browse > choose Demonbuddy.exe
Then use the Object Browser

I tried, but it shows the following message:
" This project cannot be viewed in the object browser because it is unavailable or not yet build. Please ensure that the project is available and built"

i think you need to be working under .NET 4.0 framework. check your project properties or something.
How to: Target a Specific .NET Framework Version or Profile
Only for VS 2010 and above if im not wrong

Yes, I think you're right.
I use vs2008, and it only support up to .net 3.5
