How would I get a Quest from an Object?

Example: http://www.wowhead.com/quest=983

I'm getting this error

Could not find quest giver NPC with ID 17182 in database.
Could not create current in quest bot!

http://www.wowhead.com/object=17182

any help would be great, ty
