how to skip a quest?

I am stuck on a quest because npc won't spawn. How do I ignore it and move on ?

I am also interested in knowing this, had a few problems where my character has been getting killed by npc's because it's thought I could hand the quest in but infact i am hated from that faction.

You cant unless you go into XML files and remove them manually.
