Honestly, I've always found it easier to hand level guilds. Just spam arenas with a friend that's in your guild. You get a ton of xp per win.

Think so, arena guild-team per win 1-2% xp, at level 15?! less then 1% not sure but in this level area

Right now I've been running the pimp my guild plugin and just letting it spam overnight. Went from 17-18 with just over 600 new members in just under a week without doing a damn thing. Those members level the guild themselves. Of course, as a level 1 guild, this will be more challenging so I suggest doing arenas and dungeons until level 10-12 then just let pimp my guild run and let the members do the rest.

Yeah, noone wants to join a level one guild, so either try to get your hands on a cheap ass guild at lvl 10-15, or level it with some mates doing arena or dungeons, just like Tesclo suggested.
