Where should I go to find Kania's cube?

What is most useful thing the cube can do?

Start adventure mode game, talk to kulle in town, he will give you a quest to go find the cube.
The location is in act 3, it will be indicated on the map.

most useful thing is probably extracting the unqiue power from a legendary item, which will then be "on you" without equipping that item.
